Drug Laws

Zero tolerance. Prescription medicines need documentation. CBD products are illegal. Penalties are severe.

Zero means zero

The UAE enforces some of the strictest drug laws on earth, and this guide exists to keep you unambiguously clear of them. All recreational drugs are illegal with severe penalties including long prison terms and deportation — there is no personal-use allowance, no warning system, and no distinction that helps a tourist. Trace amounts in blood or urine count the same as possession, which means substances consumed legally before flying can still create liability on arrival.

This is not a system with grey areas to navigate. Do not bring anything, do not accept anything from anyone, and do not assume party contexts are exempt. If fellow travellers suggest otherwise, find different fellow travellers.

Medicines and CBD: the real tourist risks

Ordinary visitors trip up on two things: prescription medicines and CBD. Many common prescriptions — anything containing codeine, strong painkillers, some ADHD and anxiety medications — are controlled here and require prior approval with a doctor letter and prescription copy; check the Ministry of Health list before flying and apply for permission where needed. Carry everything in original packaging with the prescription itself, and quantities matching the trip length.

CBD is unequivocally illegal regardless of its status at home, including oils, gummies and vape liquids — leave all of it behind. The same applies to poppy seeds (a restricted import) and hemp products of any kind. When in doubt about a substance, the UAE embassy list and your airline medical desk answer definitively.

Prescriptions done right

The safe process runs in order: check every medication against the Ministry of Health controlled list weeks before flying; for listed items, obtain the approval with a doctor letter stating diagnosis, dosage and trip duration; carry medicines in original labelled packaging with the prescription and approval together; bring quantities matching the itinerary plus a small buffer. Pharmacists at UAE chains can advise on local equivalents for anything routine you run short of.

Over-the-counter norms differ too: codeine-containing painkillers sold freely in some countries are controlled here, while many standard antibiotics need local prescriptions. When uncertain about a specific product, email the ingredients list to your travel insurer medical line or the UAE health authority contact before packing it.

Staying clear

  • Bring nothing recreational, accept nothing from anyone, assume no exceptions.
  • Check every prescription against the controlled-medicines list before flying.
  • Carry medicines in original packaging with prescription and approval where needed.
  • Leave all CBD, hemp and poppy-seed products at home.
  • Declare large cash sums; declare anything uncertain at the red channel.
